if you dont do the session start, the
templates is not set up
and the bbcode parser breaks!!!!

the character limit is also borken
it cuts tags in half.

It would be a long thing to re-write it, to some how count characters 
without and within tags, 
to take account of open & closed tags, so as to close 
them again after the limit
